Yes, not only was the budget ridiculously much bigger in the first game, but on top of that they could use all the motion captures from Virtua Fighter 3 when they created the fighting engine, so they saved tons of money there. I even go as far as to say that a big chunk of the people who worked on Shenmue 3 were completely unfamiliar with the series, which is why the side quests, the new artsyle, and the combat felt so out of place. To make myself clear, I think Shenmue 3 is a case of YSNET biting off more than they can chew as they weren't ready to handle a game of such scale and magnitude.
